They should have removed it from the beginning considering how low the JP yen value has been these last few years. Its already cheaper for most tourists buying things there.
The change is rather good, as smaller expenses are covered. BUT: if you carry items to your home country exceeding some limit, you will be charged (20%?) tax there, eventually tariffs, far exceeding the 10% you saved. Its never worth to buy really valuables abroad.

The tax is so simple – that majority of stores including electronic stores when you show them your passport straight out refuse to do it !
